Motion: To Approve Payroll Payable 2-21-2020 in the amount of $266,262.82.

Appointments: Commissioners discussed board appointments.
Election Officer, Tammy Vopat presented Commissioners with a request to consider the invoice to Election Systems & Software, LLC for yearly maintenance license renewal.
Motion: To Approve payment to Election Systems & Software, LLC for the yearly maintenance license renewal in the amount of $44,530.00 to be paid from Fund 010-21-7600. Martin/Slater 3-0
Personnel changes: no action taken.
Permits: no applications received.
Seth Snyder and Greg Haglin, Government Solutions Team gave a presentation on purchasing options for county equipment and supplies using Sourcewell which is a governmental purchasing system. Commissioners gave direction to allow for use of Sourcewell as a purchasing option.
Chip Woods presented a quote for overlay on the Americus Road; a quote for a steel drum roller; a quote for a compactor and ripper for a grader.
Motion: To Approve the quote from APAC-Kansas, Inc., Shears Division for placing a leveling course, 1 ½ inch overlay with Shoulder Edge Wedge on the Americus Road from Road 260 to Road 290. $445,859.09 to be paid from Fund 011-00-8340 and $200,000.00 from Fund 032-00-7600.
Motion: To Approve the quote from Murphy Tractor and Equipment Company for a 2015 HAMM AG HD70VV Steel Drum Roller and trade in D240, a 1998 Ingersoll Rand DD70 roller for a difference of $48,000.00 to be paid from Fund 032-00-9001. Martin/Slater 3-0
Motion: To Approve the quote from Foley Equipment Company for a LYCOX Walk-n-Roll Roller Compactor and Diamond Ripper to fit our 140H Caterpillar Grader for $36,390.00 to be paid from Fund 017-00-9026. Briggs/Slater 3-0

• I received a letter from the Kansas County Commissioners Association.
• I attended the RDA meeting. Tomorrow is more discussion on the future of the RDA.
• I was unable to attend the Ignite Emporia meeting.
• I will be unable to attend the road viewing and would request Jim Brull attend in my absence.
• I attended the Housing Study meeting.
• Talked to Greg Jordan, fund raiser for the Historical Society is coming up.
• Last Friday was the RDA meeting.
• I attended the housing meeting on Tuesday.
• I processed Homestead filings in Hartford on Tuesday.
• Next week is the Road Viewing on Road 190 at 10:00 a.m.
• I attended the Fairgrounds Foundation meeting.
• Attended the housing meeting yesterday.
Lelan Dains presented Commissioners with the 2020 Dirty Kanza Bicycle Race information. Leland asked for permission to utilize the county parking areas during the Dirty Kanza. Leland also asked for permission to close certain roads in Americus, Locust to 5th and Main St. on May 29th and 30th from 6:00 a.m. to 2:00 a.m. Commissioners gave direction for use of the parking area/lot at 4th & Mechanic for the Dirty Kanza and restricting county use on May 30th and May 31st.
Motion: To Approve closure of Locust Street in Americus, Kansas from 5th to Main St. from 6:00 a.m. on Saturday May 30 until 2:00 a.m. on Sunday, May 31st, 2020 for the Dirty Kanza race. Martin/Briggs 3-0
Ryan Janzen presented Commissioners with the Lyon County 2020 valuation trends. Valuation notices will be mailed soon. Residential properties increased 1.4%, Commercial real estate increased 1%, apartments increased 6%, other valuation fluctuate and these are general trend numbers. The wind turbines are subject to a 10- year exemption, following they will go on the tax roll. The land on which they sit will be assessed at a commercial rate.
Motion: To move to Legal Executive Session for confidential data with Commissioners, Counselor Goodman, Counselor Halleran and Controller Williams to return at 11:15 a.m. Martin/Briggs 3-0
