Motion: To Approve Warrants Payable 1-17-2020 in the amount of $1,233,401.50. Briggs/Slater 3-0

Appointments: Commissioners discussed open board appointments.

Motion: To Appoint Gary Murphy and Tony Haag to the Recreation District #1 board for terms to expire 12-31-2022. Martin/Briggs 3-0

Tammy Vopat discussed correspondence received from District Court Clerk, Julie Cooper. The State of Kansas and Internal Revenue Service announced a change of mileage reimbursement rate effective 1-1-2020.

Motion: To Approve changing the mileage reimbursement rate for Lyon County, Kansas to 57.5 cents per mile for the calendar year 2020 as announced by the State of Kansas and Internal Revenue Service, effective January 1, 2020. Briggs/Slater 3-0
Note: This is a 1cent reduction from the 2019 rate.

Personnel changes: no action taken.

Commissioner Briggs:
• I was unable to attend the Fair Board Annual meeting.
• Visited with Kent Heerman, need to appoint someone to the Emporia Enterprise Board.
• The wind farm process is moving along.

Commissioner Martin:
• I received a thank you letter from the Salvation Army for the use of the Anderson Building.
• Attended Lyon County Extension Board meeting.
• Attended the Fairgrounds Annual meeting.
• I participated in the KVOE Newsmaker interview.

Commissioner Slater:
• I attended the RDA meeting last Friday.
• Attended the Fair Board Annual meeting.

Controller Williams:
• Attended the Fair Board Annual meeting.
• Attended the Ignite Emporia meeting this morning.
• Housing meeting on Monday.
• Fair Board Foundation meeting tomorrow.

Clerk Vopat:
• Road viewing scheduled for Feb. 5th and the hearing on Feb. 6th for Road 190.
• We are taking voting machines to the high school today for the Winter Sports election.

Counselor Goodman:
• Attended the RDA meeting on Friday.
• Received a higher bid on a tax sale property. Asking for direction from Commission to proceed with the private bid process.
Commission gave direction to proceed with the private bid process.

Chip Woods presented Commissioners with a request to consider weight limits on 5 bridges; a request for concrete approach on Road L.; a quote for 2 Dodge trucks; a quote for a Chevrolet truck.

Motion: To Adopt Resolution 02-20, a Resolution Establishing a Weight Limit on Certain Bridges in Lyon County, Kansas (Pursuant to K.S.A. 19-101; 8-2202 and 8-1912©. Martin/Briggs 3-0

Commission gave direction for Chip to allow the Mike Haag request to pour concrete at his driveway at 2587 Road L.

Motion: To Approve the quote from Clint Bowyer Autoplex for two (2) 2020 Dodge 3500 4×4 pickup trucks for $29,660.00 each for a total amount of $59,720.00 to be paid from Fund 017-00-9026. Briggs/Slater 3-0

Motion: To Approve the quote from Longbine Auto Plaza for a 2020 Chevrolet Silverado ½ ton pickup truck with four-wheel drive for a total amount of $30,144.10 to be paid from Fund 017-00-9026. Martin/Slater 3-0

Mark McKenna and Rob Weiss presented Commissioners with a request to consider the purchase of 2 ride mowers for the facilities department.

Motion: To Approve the quote from Hoover Mowers, LLC for the purchase of a SCAG V-Ride mower in the amount of $6,099.00 to be paid from Fund 017-00-9050. Briggs/Slater 3-0

Motion: To Approve the quote from Hoover Mowers, LLC for the purchase of a SCAG Turf Tiger II mower in the amount of $12,589.00 to be paid from Fund 017-00-9050. Martin/Briggs 3-0

Commission noted that purchasing the mowers does not incur additional costs as county personnel will upkeep the fairgrounds instead of being contracted.

Dan Williams presented Commissioners with the Silverson Security contract; the K-WORC 2020 annual workers compensation premium; Senior Center allocations.

Motion: To Approve the contract between Lyon County, Kansas and Silverson Security for the 2020 Security Services on the Lyon County Fairgrounds.

Motion: To Approve the K-WORC 2020 Annual Workers Compensation Premium in the amount of $155,946.00 to be paid from Fund 010-58-7236.
