The Board of Lyon County Commissioners met in Action Session at 8:00 a.m. in the Commission Chambers with the following people in attendance:

Call to Order / Pledge of Allegiance

Motion: To Approve the Agenda as presented. Martin/Slater 3-0

a. Warrants Payable 4-14-2017 in the amount of $111,832.16.
b. Minutes of the 4-6-2017 meeting.

Motion: To Approve a 4 year employment contract between Lyon County, Kansas and Gary Stapp for appointment as the Lyon County Appraiser. Term will end June 30, 2021. Martin/Briggs 3-0

Reports

Commissioner Martin:
• I attended the City/County Joint Luncheon Meeting yesterday.
• I met with officials regarding the airport expansion proposal.
• Thanks to all those who helped with the city/county luncheon meeting.
• I attended the Lyon County Extension Board meeting and will meet with the Emporia Township Board this evening.

Commissioner Briggs:
• I attended the City/County Joint Luncheon Meeting yesterday. Thank you to all those who assisted.
• I attended the Fair Board meeting on Monday evening.
• Next Friday at the History Center is the Flint Hills Regional Council meeting.
• Receiving several calls on the flooding issues.
Commissioner Slater:
• I attended the City/County Joint Luncheon Meeting yesterday.
• I will attend the Rick Frevert dedication at noon.
• Facilities meeting coming up.
• The RDA luncheon meeting is May 10th.
• I will attend the Community Corrections meeting also.

Controller Williams:
• I attended the City/County Joint Luncheon Meeting yesterday.
• Attended the Fair Board meeting and the airport meeting.

Commissioners gave Dan Williams to approve difference of travel expenses in the amount of $500.00 for Community Corrections. Commission had previously given approval for $3,000.00.

Clerk Vopat:
• Deputy Buell will record the minutes while I am on vacation next week.
• I attended the Sanborn continuing education training in Wichita. Along with attending classes I was also asked to teach a train session for the newly elected County Clerks. I was also appointed Chairperson of the Education Committee for the Kansas County Clerks/Election Officials Association.
• I attended a PIO meeting yesterday and will organize future meetings.
• I attended the City/County Joint Luncheon Meeting yesterday.
• I will attend the Rick Frevert EOC Dedication at noon today.

Counselor Goodman:
• Yesterday I attended the City/County Luncheon meeting.
• I will also attend EOC Room Dedication ceremony.
• RDA meeting is tomorrow.
• I will be in conference the week of May 8th.

Chip Woods presented Commissioners with a consideration to purchase steel casing, the expense comparison report and the recycle trailer tally report.

Motion: To Approve the purchase of approximately 350 feet of used 14” steel casing at $13.00/foot and 975 feet of used 16” steel casing at $15.00/foot from Frank Black Pipe & Supply Company for an estimated total of $23,725.00, to be paid from Fund 011-00-8223. Briggs/Slater 3-0

Jonathon Noble presented Commissioners with a consideration to sell a property that was foreclosed on in Lyon County.

Motion: To Adopt Resolution 12-17, a Resolution approving the sale of Tract #EA01051 to Agustin Garcilazo and put this tract back on the tax rolls in the name of owner: Agustin Garcilazo. Martin/Slater 3-0

Bill Duggan presented Commissioners with a request to consider travel expenses, a recorder modification, an additional staff position.

Motion: To Approve a job position description for an Emergency Communication Department, Administrative Assistant position for the 911 Department as a grade 3, non-exempt position. Martin/Briggs 3-0

Motion: To Approve the quote from DSS for a recorder modification in the amount of $2,500.00 to be paid from Fund 019-00-7600. Briggs/Slater 3-0

Motion: To Approve Bill Duggan attending the Association of Public Safety Communications Officials (APCO) annual conference in Denver, CO. Travel and lodging in an amount not to exceed $3,600.00 will be paid from the department budget and 911 funds. Slater/Briggs 3-0
Note: 911 Advisory Board as given approval.

Teresa Briggs presented Commissioners with a request for the Chairman to sign a letter of support for a Healthier Lyon County Grant from Blue Cross Blue Shield.

Motion: To Approve the Chairman signing a Letter of Support for Healthier Lyon County in obtaining a grant from Blue Cross Blue Shield.
