LYON COUNTY COMMISSION MINUTES
JUNE 5, 2014
The Board of Lyon County Commissioners met in Action Session at 8:00 a.m. in Commission Chambers with the following people in attendance:
Rollie Martin, Chairman Mike Halleran, Ass’t County Counselor
Scott Briggs, Vice Chairman Lannette S. Linebarger, Deputy Co. Clerk
Dan Slater, Commissioner
Others attending part of the meeting were:

Clint Hibbs, Architect, BG Consultants, LLC
Call to Order/Pledge of Allegiance.
Motion: to approve the Agenda as presented. Slater (Briggs) 3-0
Motion: to approve the Consent Agenda. Briggs (Martin) 3-0
A. Approve the Minutes of the 5/29/14 meeting.
B. Approve Warrants Payable for 06/06/14, in the amount of $120,038.26.
C. Approve Payroll Payable for 06/06/14, in the amount of $228,590.60.
D. Approve Payroll Withholdings Payable for 06/06/14, in the amount of $176,442.97.
E. Approve the purchase of two (2) used KDOT New Holland tractors for $30,000.00 from the Road & Bridge Fund [011-00-9001].
F. Approve bank bid letters going out and extending the contract time to 4 years rather than the current 2 years.
Chairman Martin reported:
°Attended JEDAC meeting
°Attended Newman Regional Health joint meeting yesterday.
°Attended Lyon County Extension meeting yesterday at 5:00 p.m.
Commissioner Briggs reported:
°Attended the joint Newman Regional Health meeting yesterday.
Commissioner Slater reported:
°Also attended the joint Newman Regional Health meeting yesterday.
°Community Corrections meeting will be next Tuesday.
°Monday & Tuesday a representative from Colonial Life will be here.
Ass’t County Counselor had no report.
Controller Dan Williams reported:
°Met with Mark McAnarney and Jim Witt.
°Budget letters have been sent to all Department Heads and Elected Officials.
°Attended the Joint Newman Regional Health meeting yesterday.
Deputy County Clerk reported:
°Clerk Tammy Vopat is on vacation this week.
Motion: to amend the agenda and add to Other Business – Approve Payroll Change Authorizations.

Motion: to move to Proprietary Executive Session on legal with Commissioners, Ass’t Counselor Halleran and Controller Williams, to return at 8:45 a.m.
Martin (Slater) 3-0
The meeting reconvened at 8:45 a.m. with information only.
Public Comment – no one present to comment.
The Chairman announced that the Commission will hold a Study Sessions throughout the month of June.
Mr. Boettcher introduced their new Architect, Clint Hibbs. Mr. Hibbs is working out of the Manhattan office.
Mr. Boettcher also discussed the Anderson Building Improvements at the Lyon County Fairgrounds with the total project costs of Phase One and Phase Two. The Commission discussed the contingence of grant funding on this project.
Mr. Boettcher and Mr. Hibbs will check out the space between the Clerk’s Office and the Treasurer’s Office for pocket doors.
Mr. Boettcher announced that he is now on the Emporia Enterprise Board.
Motion: Executive session: on propriety legal with the Commissioners, Ass’t. Counselor Halleran and Controller Williams, to return at 9:45 a.m.
The meeting reconvened at 9:45 a.m.
Motion: there being no further business to come before the Board, the meeting was adjourned at 9:50 a.m.
The Board will meet at the next Study Session on June 11, 2014 and the Action Session June 12, 2013.
