LYON COUNTY COMMISSION MINUTES
APRIL 10, 2014

The Board of Lyon County Commissioners met in Action Session at 8:00 a.m. in the Commission Chambers with the following people in attendance:
Rollie Martin, Chairman                               Scott A. Briggs, Vice Chairman
Dan Slater, Commissioner                            Tammy Vopat, County Clerk
Marc Goodman, County Counselor             Dan Williams, County Controller

Others attending part of the meeting:
Michael Halleran, Asst. Co. Counselor        Chip Woods, County Engineer
Laurie Redeker, Human Resources

Call to Order / Pledge of Allegiance

Motion:  To Approve the Agenda as amended.                          Martin/Slater 3-0

 

Motion:  To Approve the Consent Agenda as follows:               Slater/Briggs 3-0
a. Approve the Minutes of the 4-3-2014 meeting.
b. Approve Warrants Payable 4-11-2014 in the amount of $404,548.63.
c. Approve Payroll Payable 4-11-2014 in the amount of $227,632.14.
d. Approve Payroll Withholdings Payable 4-11-2014 in the amount of $173,965.89.
e. Accept the low bid for Complete Signs, Electro Cut Film and Roll sheeting from National Sign Company for $24,213.70 to be paid from the Special Road & Bridge Fund 041-00-8234.
f. Approve the entrance application for Carl N. Tabor in the 1850 Block of Road 175.
g. Approve the 2013 County Engineer’s Annual Report required by K.S.A. 68-540.
h. Approve the I.T. Department to replace the Cisco 3508 Main Switch for Network from Dell for $4,738.96 to be paid from Fund 1051-9001.

Reports
Commissioner Martin:

  • The county was not awarded the CDBG grant for the Anderson Building.
  • There is a Fairgrounds Improvement Committee meeting this evening.
  • Mental Health Annual meeting is next week.
  • Commissioners also need to finalize changes to the policy handbook.
  • I attended the City/County Luncheon yesterday.  Thank you to Betty Rust and Medalia Rodriguez for helping set up for the luncheon meeting.

Commissioner Briggs:

  • I attended the City/County Luncheon yesterday.
  • Next Tuesday is the Flint Hills Frontier Council meeting.
  • I plan to attend the Mental Health Annual meeting.
  • Disappointed we did not receive the CDBG grant.
  • RDA meeting is tomorrow.

Commissioner Slater:

  • I attended the Community Corrections Advisory Board meeting.
  • The ECKAN meeting is next Tuesday.
  • I will not be able to attend the Mental Health Annual meeting.

Marc Goodman:

  • I attended the Community Corrections Advisory Board meeting.
  • RDA meeting is tomorrow.
  • I attended the Joint City/County Luncheon meeting.

Dan Williams:

  • No report.

Tammy Vopat:

  • Next week is the Sanborn Institute Master Clerk Academy training in Wichita.  Deputy Lanny Linebarger will record the minutes at next week’s Commission meeting and also at the bid opening next Friday.
  • I recorded the minutes at the Joint City/County Luncheon yesterday.

Chip Woods discussed the traffic situation at the intersection of Road 210 & Road K.  Commissioner Briggs stated Commissioners would possibly consider a site visit to determine if any action needs to be taken.  Chip Woods did not indicate a stop sign would make a difference.  Commissioner Slater commented he would trust Chip’s recommendation to not change the signage.  Commission took no action.

Motion:  To move to NEP Executive Session with Commissioners, Marc Goodman, Michael Halleran and Laurie Redeker, to return at 8:55 a.m.
Martin/Briggs 3-0

Meeting reconvened at 8:55 a.m. with direction.

Motion:  To move to Proprietary Executive Session with Commissioners, Marc Goodman, Michael Halleran and Dan Williams, to return at 9:30 a.m.
Martin/Slater 3-0

Meeting reconvened at 9:32 a.m. with information.

Break

Public Comment:  no one present.

Motion:  To move to Legal Proprietary Executive Session with Commissioners, Marc Goodman and Michael Halleran, to return at 10:10 a.m.
Martin/Briggs 3-0

Meeting reconvened at 10:10 a.m. with direction.

 

Motion:  To Adjourn at 10:12 a.m.   Martin/Briggs 3-0

There being no further business before the Board, there will be no Study Session next week. The next Action Session will take place on April 17, 2014 at 8:00 a.m.
