LYON COUNTY COMMISSION MINUTES
MARCH 13, 2014
The Board of Lyon County Commissioners met in Action Session at 8:00 a.m. in the Commission Chambers with the following people in attendance:

Call to Order / Pledge of Allegiance
Motion: To Approve the Agenda as amended. Martin/Briggs 3-0
Motion: To Approve the Minutes of the 3-6-2014 meeting. Slater/Martin 3-0
Motion: To Approve Warrants Payable 3-14-2014 in the amount of $160,597.77.
Motion: To Approve Payroll Payable 3-14-2014 in the amount of $241,853.86.
Motion: To Approve Payroll Withholdings Payable 3-14-2014 in the amount of $191,549.51.
Personnel Changes: Commission discussed changes, no action taken.
Permits: no applications received
• RDA meeting is tomorrow.
• There will be a reception for Dewayne Backhus at ESU today.
• I participated in the Dialogue session with Commissioners on Saturday.
• I participated in Dialogue session with Commissioners on Saturday.
• Received thank you card from Elmendaro Library for funding.
• Attended the Dialogue session on Saturday.
• Deputy Baker and the cars for kids program is a great idea for children.
• ECKAN meeting is next Tuesday.
• I will attend the Northeast Kansas County Officials meeting in Lawrence on Friday.
• Sally Brown from the Kansas Supreme Court Office called to request an appointment be made for the unexpired term on the Non-Lawyer Member of District Judicial Nomination board.
• Working on the bid process to renew our health insurance benefits.
• I will attend the RDA meeting tomorrow.
Chip Woods discussed the February 2014 Recycle Trailer Tally report and informed Commissioner that two graders that are completely inoperable and repairs will be more costly then replacement.
Teresa Briggs, Director of the Regional Prevention Center of Flint Hills asked Commissioners to consider signing the Chronic Disease Risk Reduction Grant Application.
Motion: To Approve Commission Chairman signing the Chronic Disease Risk Reduction Grant Application.
Sam Seeley discussed security issues and asked the Commission to consider approving a contract for security at the Lyon County Fairgrounds with Silverson Security. Assistant Counselor Halleran noted there was no objection to the contract. Counselor Goodman added Silverson Security Service will have no relief from civil or criminal liabilities.
Motion: To Approve Commission Chairman to sign a one year contract between Silverson Security Services and Lyon County, Kansas for security services on the Lyon County Fairgrounds.
Motion: To move to Legal Executive Session with Commissioners, Marc Goodman and Michael Halleran, to return at Dan Williams, to return at 9:15 a.m.
Meeting reconvened at 9:15 with direction.
Motion: To move to Legal Executive Session with Commissioners, Marc Goodman and Michael Halleran, to return at Dan Williams, to return at 9:30 a.m.
Meeting reconvened at 9:30 a.m. with information.
Public Comment: no one present.
Sheriff Cope discussed an Agreement between the Federal and State Governments and the Lyon County Sheriff’s Office asking Commissioners to consider signing an Equitable Sharing Agreement and Certification. This Agreement allows participation of sharing federally forfeited cash, property, proceeds and any interest earned, with participating law enforcement agencies.
Motion: To Approve Commission Chairman signing the Equitable Sharing Agreement and Certification.
Motion: To move to Legal Executive Session with Commissioners, Marc Goodman and Michael Halleran, to return at 10:15 a.m.

Motion: To move to NEP Executive Session with Commissioners and Gary Stapp, to return at 10:35 a.m.
Meeting reconvened at 10:35 a.m.
Commission will not hold a Study Session next week.
Motion: To Adjourn. Martin/Slater 3-0
There being no further business before the Board, the next Action Session will take place on March 20, 2014.
