Call to Order / Pledge of Allegiance

Motion: To Approve the Agenda as amended. Martin/Briggs 3-0

Motion: To Approve Warrants Payable 10-11-2019 in the amount of $540,414.29. Briggs/Slater 3-0

Appointments: applications have been sent out.

Commissioners discussed requests received for letters of support for LCAT and Emporia Presbyterian Manor for resident transportation.

Motion: To Approve a letter of support for the Emporia Presbyterian Manor for a Capital-Operating Grant Application. Martin/Slater 3-0

Motion: To Approve a letter of support for (LCAT) Lyon County Area Transportation for an Access Innovation Grant. Martin/Briggs 3-0
Note: This is an application for a grant for security cameras on the LCAT buses.

Commissioner Slater:
• I attended the Joint City/County Luncheon on Wednesday.
• I attended the PBC meeting on Monday evening.
• Tomorrow is the RDA meeting.

Commissioner Martin:
• On Tuesday I attended the Lyon County Extension Board meeting.
• I attended the Joint City/County luncheon on Wednesday.
• I toured the new additions to the USD #252 Elementary and High Schools. Very impressive.

Commissioner Briggs:
• I attended the Joint City/County luncheon on Wednesday.
• I attended the Ignite Emporia meeting. The campaign is completed.
• Received a few road issues. I visited with Road & Bridge.

Clerk Vopat:
• I recorded the minutes of the Public Building Commission meeting on Monday.
• I recorded the minutes of the Joint City/County luncheon meeting on Wednesday.
• We offered the Flu Clinic for flu shots on Tuesday for employees.

Counselor Goodman:
• Attended the PBC meeting on Monday.
• I also attended the Joint City/County luncheon meeting.
• RDA meeting is tomorrow.
• I will be absent the last week of October.

Controller Williams:
• I attended the Joint City/County luncheon meeting.
• Fair Board meeting is on Monday.

Ruth Wheeler presented Commissioners with a request to consider the courtroom audio/video improvement project.

Motion: To Approve the quote from Electronic Contracting Company to upgrade the audio/video equipment in the courtrooms in the amount of $9,673.48 to be paid from Funds 010-07-9001. Slater/Briggs 3-0
Note: The cost for the project is being split between the district court and the county attorney’s diversion fund, $4,836.74 each.

Public comment: Kent Heerman presented Commissioners with an update on the Price Tract Rezoning to Heavy Industrial issue and provide information on why the Price Tract was chosen for a Burlington Norther Santa Fe rail served industrial business park. Kent asked for support for the rezoning to heavy industrial with the conditions the Lyon County Planning approved at their September 11, 2019 meeting.
