Chip Woods presented Commissioners with a quote for a Tiger Ditcher; consider installing rumble strips on Americus Road; consider the list of Minimum Maintenance Roads for review.
Motion: To Approve the quote from KanEquip Inc. for a Tiger Ditcher for $12,500.00 for the Truck Cat mower for ditch cleaning to be paid from Fund 017-00-9026. Briggs/Slater 3-0
Motion: To Approve the recommendation of the Emporia/Lyon County Joint Traffic Safety Committee install rumble strips on the Americus Road approach to Highway 50. Slater/Martin 3-0
Motion: To Approve the list of Minimum Maintenance Roads to submit for review to the Lyon County Planning and Appeals Board. Briggs/Slater 3-0
Julie Walter Govert and Nicki Metz presented Commissioners with the Northeast Central Flint Hills Area on Aging Friendship Center report.
Mark McKenna and Eric Hethcoat presented Commissioners with bids for the chiller replacement and hot water plant replacement projects.
Motion: To Approve the bid for the Chiller Replacement Project for the jail from
SGI of Liberty in the amount of $106,803.00 to be paid from Fund 017-00-9021. Briggs/Slater 3-0
Motion: To Reject all bids for the Domestic Hot Water Plant Replacement Project at the jail. Martin/Slater 3-0
Dan Williams and Commissioners discussed the 2020 Lyon County Budget.
Motion: To Approve publishing the Notice of Budget Hearing for the 2020 Lyon County Budget. Slater/Briggs 3-0
Note: The Notice of Budget Hearing will take place on August 22nd at 10:00 a.m.
Public comment: Tell Kirk discussed his private residence with Commissioners and asked for assistance in river bank stabilization on his property due to the multiple flooding events this year which is shifting his home structure. Mr. Kirk asked for Lyon County’s sponsorship for the Emergency Watershed Program. Mr. Kirk stated he would sign off any liability to Lyon County. Commissioners asked several questions about ownership and other property owners having issues.
Marianne Dixon commented on the condition of Road 170 west and asked Commissioners to consider her prior request.
Judge Wheeler and Ruth Wheeler presented Commissioners with a Lyon County/Supreme Court Memorandum of Understanding. Counselor Goodman confirmed the contract was approved as to form and content pursuant to a security exception. Also, the document does not become an open public record due to the content.
Motion: To Approve the Kansas Judicial Branch Coop Agreement with Lyon County, Kansas. Briggs/Slater 3-0

• I attended the Council on Aging meeting on Monday. Janet Bathurst was nominated as the Senior Citizen Representative from County to State of Kansas Senior Fair.
• I plan to attend the Friends of the 4-H Fair Picnic.
• Attended the Flint Hills Health Board meeting.
• No report.
• Met with Jim Witt.
• Working on finalizing budgets.
• Meeting with Motorola Representatives to discuss the radios.
• I participated in the bid openings for the jail projects.
• My election staff and I will attend the Johnson County Election training tomorrow.
