Motion: To Approve Canceling 28 outstanding warrants 12 months and older as attached, totaling $686.71. Martin/Slater 3-0

Dan Williams presented Commissioners with an adjustment to employee KPERS account. This was employer error in withholdings.
Motion: To Approve adjusting KPERS for $8,853.31 to be paid from Fund 010-28-6102. Briggs/Martin 3-0
Appointments: Eric Mitchell resigned his position as county coroner. Recommendation for appointment is pending.
Personnel changes: no action taken.

Chip Woods and Jim Brull presented Commissioners with a quote for a tractor; quote for an undercarriage rebuild; request for county to remove a tree pile on Road N.
Motion: To Approve the low quote from Schaefer Equipment Company, LLC for a Massey Ferguson MF5711 Tractor and trade in D-168 (6415 John Deere tractor) and D-153 (6640 Ford tractor) for a total cost of $40,500.00 to be paid from Fund 017-00-9026. Briggs/Martin 3-0
Motion: To Approve the quote from Foley Equipment to rebuild the undercarriage on D-173, our 2008 Model 324D Track-hoe for $23,493.37 to be paid from Fund ($7,096.70 from 011-00-7649 for labor and $16,396.67 from 011-00-8315 for parts. Briggs/Slater 3-0
Commissioners discussed a request to remove a tree line on Road N prior to a road vacation process being started. Counselor Goodman advised Commission to not proceed with the tree removal.
Motion: To Deny the request to remove a tree line on the south half mile only of Road N between Road 40 and Road 50 prior to the road vacation process.
Commissioner Martin voted no. He felt a reasonable compromise with landowner.
Gary Stapp presented Commissioners with a request for Scot Carson to attend the IAAO-300 class necessary to obtain the RMA appraisal designation.
Motion: To Approve Scot Carson attending the IAAO-300 Fundamentals of Mass Appraisal class in Mount Juliet, TN. Travel and tuition to be paid from the county appraiser budget. Martin/Slater 3-0
• Community Corrections Advisory Board was rescheduled.
• I attended the Lyon County Fair board Foundation meeting. Received a thank you from the Women In Agriculture committee.
• Attended the JEDAC meeting on Tuesday.
• City/County Joint Luncheon meeting is next Wednesday at noon in the Jury Assembly room in the courthouse.
• I did a presentation on city and county collaboration and the Flint Hills Regional Council at the Sanborn meeting in Wichita.
• Meeting with Casey Woods, Main Street Director later.
• Fair Board meeting is next Monday.
• I attended the Sanborn Clerk training session in Wichita last week. Election Deputy, Amie Jackson attended her second year of the Sanborn Institute session that week also. Thank you to Commissioner Briggs for his presentation.
• The road vacations are scheduled for: Road A-view April 25th and hearing April 26th both at 10:00 a.m. The Road N viewing is May 2nd and hearing is May 3rd both at 10:00 a.m.
• I received the claims report from KCAMP and email it to Commissioners.
• Next Tuesday we will receive our new election equipment.
• I received an email from Major Adjutant General, Robert Benefield asking for assistance in recruiting a local community member to sit on the Selective Service Board.
• Attended the Lyon County Fair Board Foundation meeting.
• Performing interviews.
• Assisting the Sheriff’s Office for their event at the Bowyer Building.
• I attended the JEDAC meeting on Tuesday.
• Next week is the Victims Right Conference, I will be absent from Commission meeting next week.
Janice Huffman and Michael Halleran presented Commissioners with a request to consider changes to the Lyon County, Kansas Employee Handbook. Commissioners thanked Janice and Michael for their work and diligence in creating a complete manual.
Motion: To Approve the Lyon County, Kansas Employee Handbook as presented. Martin/Briggs 3-0
Amanda Cunningham, Interim CEO of Crosswinds introduced Commissioners to Tyson Crouse. Amanda gave an update on Crosswinds and discussed the needs and products offered and shared their mission statement. Tyson talked about the partnering within the area. Commissioners offered their appreciation of the work done at Crosswinds. Concerns about screening issues were discussed. Counselor Goodman talked about the different entities involved and legislative concerns.

Motion: To Adopt Resolution 7-18, a Resolution Abating Taxes in Case 2017-CV-053. Slater/Briggs 3-0
Note: the abated tax amount is $234.34.
Motion: To Approve the low bid of $ 75.00 per transaction from Lyon County Title, LLC for this years Delinquent Real Estate Tax Sale. Martin/Slater 3-0
Jarrod Fell presented Commissioners with three quotes related to tower monitoring equipment and a proclamation.
Motion: To Approve the quote from International Tower Lighting, LLC for a cellular monitoring system in the amount of $2,831.40 to be paid from 010-28-7649. Briggs/Martin 3-0
Motion: To Approve the quotes from International Tower Lighting, LLC for an activation fee and monthly monitoring fees for the North and South towers, in the amount of $1,010.00 to be paid from Fund 010-28-7600.
Motion: To Approve the quote from Hayden Tower Service, Inc. for tower monitoring system installation in the amount of $2,400.00 to be paid from Fund 010-28-7600 and inspection fees in the amount of $3,000.00 to be paid from Fund 019-00-7600. Slater/Martin 3-0
